Govt Scraps 3 Bills, To Be Tabled After Fixing Gaps | Bhubaneswar News

Bhubaneswar: The state government on Friday withdrew three Bills, including the contentious Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Odisha Amendment) Bill-2023, meant to do away with social impact assessment for infrastructure projects and allow acquiring irrigated multi-cropped land for industries.
Though the government has not cited reasons behind the withdrawal, a senior government officer said modified Bills will be brought addressing loopholes in each of the three Bills. “Provision in the land acquisition Bill to remove bar on acquiring irrigated multiple crop land for industries will be reviewed and a revised Bill will be tabled in the next session,” he said.
The withdrawn land acquisition Bill tabled on March 22 to amend the Centre’s Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, had proposed to do away with social impact assessment for acquiring land for defence and infrastructure projects, including projects for education, health, drinking water, irrigation, affordable housing and industrial corridor, among others. It had also proposed to allow taking over of irrigated farmland for such projects by doing away with Chapter III of the Central Act (Special provision to safeguard food security).
“The land acquisition Bill in its current shape may have annoyed farmers. Opposition parties may use the same to exploit their sentiments,” another government officer said. Ironically, the Bill has been withdrawn days before chief minister Naveen Patnaik leaves for Japan on April 3 on a week-long trip to attract investors citing friendly state polices
The government also scrapped two other Bills. It retracted the Odisha Apartment (Ownership and Management) Bill 2023, which was supposed to make state’s apartment Act compliant with Centre’s Real Estate Regulatory Authority Act 2016, and the Other Backward Classes (Amendment) Bill 2023.
